GENERAL

Article 1

These rules include the terminology of the statutes and other rules and regulations based on the Dutch Studbook Association for Tinkers. If statutes or regulations are not provided, the Board will make a decision.


INTRODUCTORY PROVISIONS

Article 2

These rules govern the inspection of stallions registered in the Studbook or submitted for registration for the purpose of breeding mares in accordance with the law. These rules also govern – regardless of applicable statutory provisions – the manner in which stallions are evaluated for their characteristics, behavior, and breed improvement, provided this does not conflict with mandatory provisions of law. These rules also govern the inspection for the inclusion of stallions, mares, geldings, foals, and 2-year-olds in the studbooks and registers of the association. These rules also govern the system for awarding premiums based on the inspection of stallions, mares, geldings, and foals.


GENERAL INSPECTIONS

Article 3

Inspections will be conducted by an inspection committee, preferably consisting of at least two committee members (stallion inspections should consist of at least three committee members). A member of the judging committee cannot be a member of the Board.


For post-inspection inspections and possible intermediate inspections, the Board will decide how many committee members will conduct the inspection.


If a Tinker is submitted for inspection and was bred, bred, or is the offspring of a breeding animal by one of the members of the Inspection Committee, is owned by that member, or is otherwise involved in that member's involvement, the committee member in question will be substituted for the entire inspection. This also applies to a family member of the first or second degree or a member of the same household. If a committee member owns an approved stallion and/or has a stallion available, they will be excluded from judging stallions in their own country.


COMMITTEE MEMBER PROFILE

Article 4

Committee members must meet the following requirements:


Jury members must have successfully completed a judging course at a recognized organization, and if necessary, undergo shortened in-house training.


Be able to promote the association's judging policy.

Must possess good communication skills and possess adequate knowledge of the breed.

Must possess sufficient knowledge of the characteristics of Tinker breeding.

Must be able to allocate sufficient time during judging for the association.

Must be able to work collaboratively in a team during judging.

Must attend synchronization day once a year (mandatory).

Must attend at least three shows per year to maintain contact with the breed.


BREEDING COMMITTEE PROFILE

Article 5

The Breeding Committee is an advisory committee to the Board and is appointed by the Board. It provides both solicited and unsolicited advice. Final responsibility and decision-making rests with the Board. CF members must adhere to the following profile:


CF members may classify horses 3 years of age and older as needed, usually in consultation with the committee. The Board may assign additional responsibility for this at any time.


Must possess the ability to promote the association's judging policies.

Must be able to recognize the typical characteristics of the breeds described in the horse regulations.

Must possess good social skills, be knowledgeable, and have a close connection to the Tinker breed.

Must have sufficient general knowledge of horse anatomy.

Must attend synchronous meetings once a year (if possible).

Must be able to work as a team.


JUDGING

Article 6

Inspections will take place at a time and place designated by the committee. The Board will ensure that interested parties are notified in due time of the inspection, and the location will be published in the Association's magazine, website, and on social media.


INSPECTION AND POST-INSPECTION OF STALLIONS FOR BREEDING PURPOSES

Article 7

The Association recognizes the following methods for inspecting stallions for breeding mares: an annual national stallion inspection, an annual national observation visit, or a periodic inspection in the same manner as a supplementary inspection, the costs of which are borne by the applicant.


Article 8

The Board will appoint at least one veterinarian to advise the stallion inspection committee. Each veterinarian has one vote on the stallion inspection committee.


Article 9

The committee will be convened on behalf of the Association's Board. One member will be appointed by the Board to chair the Stallion Inspection Committee.


Meetings of the Stallion Inspection Committee are convened on behalf of the Board.


The Board Chair or another member appointed for this purpose has the right to participate in Stallion Inspection Committee meetings and has an advisory vote during the meeting.


A Board member who has registered a stallion for inspection is excluded from the Stallion Inspection Committee meeting.
